I did make a backup to start at a certain time, but here in South Africa, we have Loadshedding a few time per day (loadshedding is they put of power for 2-3 hours upto 4 time a day)., So how can I make it to backup when my computer starts.

You can set to start your backup job via Command Line and tune Windows Scheduler to run your jobs once you turn on your computer.
